Providence led a Defence wide organisational reform that commenced with a first principles review of the military policing capability across the three services and concluded with the establishment the Joint Military Policing Unit (JMPU) responsible for coordinating the policing function across the three services nationally. Following the decision to establish the JMPU Providence remained engaged to assist with implementation and institutionalisation of the capability into mainstream Defence business. This reform program has been held-up as an exemplar of First Principles Reform within the Department of Defence.
