Providence has been a foundation member of the Team Downer MSP since it commenced in 2018.
Collaborative by design, the MSP provides the Commonwealth with an efficient and streamlined process to access ‘Above the Line’ professional services and expertise to provide greater program visibility and control through life to delivery capability outcomes.
Through the MSP the Commonwealth can leverage ‘best practice’ industry knowledge, infrastructure and resources to manage risk, optimise opportunities and deliver value to the integrated force
The delivery of MSP services requires a far more proactive, relationship driven interaction, with much higher levels of collaboration between the Commonwealth and industry than similar Panel arrangements.
A key feature of the model is that it actively encourages healthy competition in the market, including fostering a viable and vibrant sovereign small to medium enterprise (SME) sector.
The MSP complements other short-term, higher cost, specialist Skills Panels with an outcomes based approach to market that is incentivised to grow both government and industry capacity and capability.
Benefits. As an in-house ‘business integrator’ the MSP saves the Commonwealth time, resources and money, yet delivers greater value in-flight as it enables:
Strategic Alignment. Collaboration and co-design underpin the MSP ensuring all work is tailored and adjusted to COA requirements in direct support of strategic objectives.
Value for Money. The MSP is required to deliver value for money outcomes to the COA, including:
Single Vehicle. Regardless of the complexity of the integrated work packages provided, the MSP arrangement is a single contract between the COA and the MSP. This single contract option reduces complexity, multiple contract lines, red tape and contract administration costs.
SME Capacity Building. A key requirement of the MSP is to grow and nurture a sovereign SME community. This is fundamental to the ongoing success and viability of the MSP arrangement. SMEs receive mentoring and coaching from MSPs on engaging with the COA and operating in an APS project environment. This is particularly important for new SME entrants to the market.
Longer Term Contracting. MSP enable the COA to undertake longer term contracting which provides greater stability, flexibility, retention of staff and knowledge transfer. This in turn enables MSPs to provide surety and greater investment into SMEs (hence lower rates) and pass on these savings to the Commonwealth.
