The organisation was facing cash‑flow pressure, fragmented financial systems and limited visibility at leadership level. This included establishing clear financial governance through improved bookkeeping, disciplined cash‑flow management, and timely reconciliation of accounts. Providence was engaged by the Torres Strait Regional Authority to strengthen and revitalise corporate and committee governance arrangements that had been weakened by staff turnover, COVID‑19 impacts, and constrained resources. Working closely with the Community‑elected Board, Audit and Risk Committee and Administration, Providence undertook a comprehensive governance review to identify performance gaps and restore confidence in governance processes. The work focused on strengthening committee effectiveness, clarifying roles between the Board and Administration, and improving the quality of financial, performance and risk oversight. Providence supported the Audit and Risk Committee Chair to lead governance reform, sharing practical expertise and building capability across leadership. This included updating financial reporting charters and workplans, establishing the foundations of a compliant performance framework, redesigning internal controls and internal audit arrangements, and aligning risk management with Commonwealth policy.
